Job Summary

The Learning and Development Specialist will be responsible for the planning, development, and implementation of a variety of professional learning and development programs for all MISSING LINK TECHNOLOGIES LTD.  employees. The Learning and Development Specialist will work to research and implement best practices for ongoing training in employee excellence and will hold responsibilities for the coordination, promotion, and evaluation of employee development programs. Other responsibilities will include collaboration with management staff to assess and facilitate employee training needs, identification of training needs through the performance of gap analysis, job analysis, appraisal schemes, and regular consultations with management. Learning and development programs must be developed with alignment to MISSING LINK TECHNOLOGIES LTD. and employee needs in a cost-effective manner, assessing the return on investment of all learning and development programs to ensure maximum benefit to employees and the organization.

Job Duties

  • Identify learning and development needs through job analysis, appraisal schemes, and regular consultation with business managers and people operation departments;

  • Design and develop learning and development programs based on both the organization's and the individual's needs;

  • Consider the costs of planned programs and keep within established budgets

  • Assess the return on investment of any learning or development program to ensure maximum benefit to employees and the organization;

  • Work in a team to produce programs that are satisfactory to all relevant parties;

  • Developing effective induction program;

  • Conduct appraisals;

  • Devise individual learning plans;

  • Produce learning materials for in-house courses;

  • Manage the delivery of learning and development programs and devise an overall training strategy for the organization;

  • Monitor and review the progress of trainees through questionnaires and discussions with managers;

  • Ensure that statutory learning requirements are met;

  • Evaluate learning and development programs;

  • Amend and revise programs as necessary, in order to adapt to the changes that occur in the work environment;

  • Keep up to date with developments in learning by reading relevant journals, going to meetings, and attending relevant courses;

  • Maintain strong working knowledge of e-learning techniques.

  • Monitor, evaluate, and record learning activities and program effectiveness.

  • Negotiate contracts with vendors, including learning outcomes, fees, and expenses.

  • Prepare budget reports.

  • Develop alternative learning methods if improvements are not demonstrated.

  • Function as a central communication point for learning with other departments

  • Coordinate learning schedules, locations, and materials.

  • Organize and develop learning procedure manuals, guides, and course materials.

  • Provide support to department management to ensure the retention of qualified staff.

  • Research and complete special administrative projects as requested by the People Operations Office.

  • Other duties as directed by management.

 

Requirements

  • College Diploma /Bachelor’s Degree in Technology or Learning & Development Fields.

  • 3 years of work experience in Learning and development.

  • Experience in the Telecom industry preferred.

  • Data analysis skills required.

  • Basic research skills required.

  • Demonstrated knowledge of change management.

  • Ability to develop and implement strategies.

  • Effective communication skills with individuals at all levels of the organization.

  • Strong interpersonal skills.

  • Able to deal with people sensitively, tactfully, diplomatically, and professionally at all times.

  • Able to work efficiently as a part of a team as well as independently.

  • Computer literacy, including effective working skills of MS Word, Excel, PowerPoint, and e-mail required.

  • Excellent time and project management skills.

  • Attention to detail in all areas of work.

  • Strong problem identification and problem resolution skills.

  • Ability to interpret and implement company policies and procedures

  • Motivated individual with proven initiative.

 

Other Assets

  • Experience with instructional design and project management processes and tools

  • Experience with a digital signal and electronic communication standards

  • Experience or interests relating to Software and Data Analytics

 

Working Conditions

  • Travel may be required.

  • Ability to attend and conduct presentations.

  • Manual dexterity is required to use desktop computers and peripherals.
